This is because saurik wanted to ensure the stability of the TaiG iOS 8.3 jailbreak beforehand. Now that TaiG has proved its relative stability, Cydia is now officially open to iOS 8.3 enabled tweaks.

The latest and greatest version of Ryan Petrich's Activator has graduated from beta status to the default Cydia repos.
If you've been trying to use Activator on your iOS 8.3 jailbreak, you may have encountered problems with the previous version. That's because the previous version wasn't optimized for iOS 8.3. With the release of Activator 1.9.3 final, that has changed, and there's no longer a need to add Ryan's beta repo to take advantage of the update.
TaiG CEO Xie Lei is feeling pretty bullish about the possibility of jailbreaking iOS 9, as evident by a comment posted on Chinese microblogging site Weibo. It's here, ladies and gentlemen. After a few files got leaked last night, TaiG has come back today with the official version of its jailbreak tool for iOS 8.3. The tool, which is dubbed as version 2.1.2, is for Windows only and features proper Cydia Substrate support. It also fixes the problems with iTunes, where the tool would get stuck at 20% or 60%.
Activator, an absolute staple tweak for jailbreakers, has been updated for iOS 8.3. The Ryan Petrich developed jailbreak tweak is not only great on its own, but it's the backbone to a lot of the existing jailbreak tweaks, and opens up the floodgates to the rest of the vast Cydia library.

In a previous post, I lamented about the fact that I received a dreaded virtual machine error when trying to run the TaiG jailbreak tool on VMware Fusion 7. The error went something like this: Sorry, this application cannot run under a Virtual Machine.

TaiG has commented on the "leaks" of its TaiG jailbreak tool and the untether debian package that has spread like wildfire on the Internet this evening. Earlier today, it was discovered by a reddit users that TaiG had uploaded new versions of its tool to the official TaiG server. In fact, the naming convention, which follows a naming standard, made it extremely easy to guess the exact location of the file.
On Chinese microblogging site Weibo, TaiG is advising against using these leaked files, as they are only for testing, and not official versions. It states that only the initial 2.0.0 version was an official release.
